A GST tax invoice records a taxable supply and the tax charged. In India, the particulars for a tax invoice are set out in Rule 46 of the Central Goods and Services Tax Rules, with exceptions and additional rules depending on the transaction and taxpayer. This guide summarizes a general checklist from the official CBIC rules page; it does not decide whether you must issue a tax invoice, bill of supply, e-invoice, or another document in your situation.
Identify the supplier, recipient, and invoice
Rule 46 lists the supplier’s name, address, and GSTIN, along with the invoice issue date. The invoice number must be consecutive within one or more series and unique for a financial year; the rule permits letters, numerals, hyphen or dash, slash, and combinations of those characters. For a registered recipient, include the recipient’s name, address, and GSTIN or UIN when applicable. Check names and registration identifiers against reliable business records rather than copying them from an old document without review.
Apply the recipient-detail condition correctly
For an unregistered recipient, Rule 46 specifically calls for the recipient’s name and address, delivery address, and the State name and code when the taxable supply is ₹50,000 or more. This is a conditional requirement, not a reason to assume that every unregistered customer needs the same fields in every case. Check the rule and any applicable notification for the transaction you are documenting.
Describe the supply and show the amounts
- Use a description of the goods or services that makes the supply identifiable.
- For goods, show quantity and the applicable unit or Unique Quantity Code.
- Include the HSN code for goods or Accounting Code for services as applicable; required digits or exemptions can be specified by notification.
- Show the total value and taxable value after any discount or abatement.
- State the applicable tax rate and amount charged for each relevant tax component.
- For an inter-State supply, include the place of supply with the State name; show a different delivery address when the rule requires it.
- Indicate whether tax is payable on reverse charge basis.
- Include the supplier’s signature or digital signature, or that of an authorized representative, as required.
The rule’s particulars are not identical for every document. For example, it describes quantity and unit for goods, while the HSN or Accounting Code requirement is expressed by supply type. Do not treat an invoice template’s visible fields as proof that the tax treatment, rate, code length, or place-of-supply decision is correct. Validate those separately against the current rules and the facts of the transaction.
Review tax type, place of supply, and special cases
The tax calculation and whether the invoice shows central and State/Union Territory tax or integrated tax depends on the applicable GST treatment and place-of-supply rules. Confirm the classification rather than choosing a split only because the supplier and customer appear to be in different locations. Exports have additional invoice endorsements and details under Rule 46. Some businesses and supplies may also be covered by separate e-invoicing, e-way bill, or document rules. Those requirements are outside this general checklist and must be checked for the taxpayer and transaction.
Check invoice timing separately
The CBIC rules page sets out time limits for issuing invoices, including a general period for taxable services and exceptions for specified suppliers or cases. Do not assume one timing rule applies to goods, services, continuous supplies, financial services, exports, and every other category. Consult the relevant current rule and notification for your supply before deciding when an invoice must be issued.
A practical pre-issue review
- Confirm the correct document type for the supply and the supplier’s registration status.
- Check supplier and recipient names, addresses, GSTIN/UIN details, invoice number, and date.
- Match each description, quantity, code, and value to the actual goods or services supplied.
- Verify discount treatment, taxable value, rate, tax amount, and total independently.
- Review place of supply, delivery address, reverse-charge status, and any export or e-invoice requirement.
- Confirm the issue date meets the applicable rule and retain the records used to prepare the invoice.
